Project Controls Manager - Indonesia

Located primarily within the clients Jakarta Office, this role will report to the Projects Manager and is responsible for providing commercial and project control direction during evaluation, preparation and execution of oil and gas development projects. Using your well developed project management skills, you will create an environment that supports the successful project execution and thus meets their delivery obligations, in a cost effective and timely manner. This role is primarily managerial in nature and commercially orientated by being the lead position in the commercial and controls group within the project. It requires interfacing with the Project Manager, the Project Team and other managers inIndonesiaandLondon. Key to ensuring the successful completion of the development project, this position will also require some travel when visiting projects sites.

Responsibilities

Define contracting strategies and management approaches for development projects, manage commercial negotiations and contract development for the engagement of external providers

Direct and control the preparation and bidding of project related contracts

Manage, direct and control the production of project budgets, schedules and control mechanisms and provide performance based analysis during project execution.

Define a project’s commercial and schedule boundaries within their objectives, directing and controlling the development of all related project budgets, plans and control mechanisms

Successfully bid and award project development contracts.

Direct the commercial aspects of contracts to minimize exposure to claims or high change costs, and manage all project control mechanisms

Produce accurate performance based reports reflecting true state and trends of progress and expenditure against agreed

Ensure that the Project Manager and the Project Team take action to mitigate potential cost and schedule dangers

Supervise the close-out of all development contracts, deliver a project close out report and hand-over to Production

Interface with the project team on commercial and controls matters

Co-ordinate with other groups withinIndonesiaandLondone.g., Exploration, Sub-surface, Drilling, Production, Legal, Finance, Insurance and regulatory bodies during the planning and execution of development projects.

Ensure compliance with Corporate Operating procedures and policies, and all local/international legal requirements

Contribute to Development Plans, Business Plans, Annual Work Plans and budgets that will ensureIndonesiadefines and meets its objectives

Assist the economic evaluation of potential development projects by providing budget schedule and analytical input to development studies

Key Deliverables

Delivery of Anoa Phase 4 and Naga/Pelikan projects on time and budget.

Rigorous implementation of Project Execution Management Systems

Compliance to regulatory and governance procedures.

Mentoring and control of projects individuals across the various development projects.Reporting and Managing relationships

Skills (and experience)

15 - 20 Years experience in the design and construction of Oil and Gas Production facilities

Minimum 10 years experience in a senior role in project controls and commercial management.

Previous experience of large scale international oil and gas EPCI contracts is highly regarded

experience of working effectively with Contractors in the Indonesian contracting environment

Strong written and verbal English

High level IT skills with MS Office

Knowledge

Upstream Oil and Gas operations, both pre-production and production stages

Exploration, subsurface, drilling and production functions and their relationship with projects

Development phases from conceptual engineering through construction, installation and commissioning

expertise in commercial contractual and controls Management

Attributes

Tenacity to drive projects per schedule and agreed objectives

Ability to motivate and manage both staff and contractors to produce quality work on a timely basis.

Technical, planning, analytical, communication both written and verbal (especially in English), interpersonal, IT and analytical skills

High degree of planning and analytical skills and an ability to identify and analyse issues
